PA01  DUTIES OF DISTRICT VICE PRESIDENTS
It shall be the duty of each District Vice
President to make an official visit to each
chapter in his/her district once each fiscal
year or to hold a District Workshop which-
ever is appropriate for that district.  If a
workshop is planned the District VP must
submit an agenda with a cost estimate to
the Federation President for approval.  A
report of each official visit and workshop
will be submitted to the Federation
             President and 1st Vice President.
             ADOPTED

PA02  Change or Amend the current By-Laws
to permit ALL uniformed military retirees
and their spouses from all service
           branches to become members of
           NARFE.
           REJECTED

PA03  PA Federation Executive Board:
           Change Make-up of Executive Board.
             Two (2) Vice Presidents are not necessary;
one VP can act in tyhe absence of the
               President which includes knowledge of
               both membership and legislation;  and
the President can appoint a membership
               chairperson and a legislation chairperson
to the Executive Board.  This change
would eliminate the Second VP and
conform to the struction of the officers at
               the National Headquarters.
               REJECTED

PA04  Proposed Amendment to NARFE Pa.
           Federation of Chapter Constitution and
           Bylaws-2008-, page 14.
A  qualified member of any affiliated
chapter may be elected  to the office of
           District Vice President.  Each District
Vice President shall be elected in
caucus of the chapters within his/her
district.  In voting for District Vice
           President each chapter within the
District shall have 1 vote.  In case of a tie
vote, the candidate with the largest number
of equivalent votes as determined by
           ARTICLE V. SECTION 4.
           DELEGATES:  paragraph (a) shall
           be declared the winner.
           ADOPTED

PA05  SECTION 2-(a) Executive Board of
           Federation By-Laws state that the
           Executive Board shall consist of
           the Elected Officers and the
           Immediate Past President.
           SECTION 2-(d) states the Immediate
           Past President(s) may attend
           Executive Board meetings but
           without voting privileges.
            CHANGE:  that SECTION 2-(a) The
            Executive Board shall consist of
            the Elected Officers and the
            Immediate Past President who are

            That SECTION 2-(d) delete
             immediate and add other Past
             Presidents.
             REJECTED

                   GENERAL RESOLUTION

PA06  Distinguished Member Eligibility
           Report.  Recently, National
           Headquarters introduced an Online
           Activities Module to assist Chapters
           and Federations recruit and retain
           members by providing data retrieval
reports.  It is recommended that a
           Distinguished Member Eligibility
Report be added to this module.
Recommend that the report be a
           semi-annual report.
           ADOPTED

PA07  Nomination Committee shall
prepare and present a slate of
           officers for statewide offices.  A
statewide office is other than District
           Vice President.  Further nominations
may be made from the convention
           floor.  Currently the committee meets
and interviews but does nothing else.
It is a waste of time interviewing without
           a recommendation.  A first time
convention goer would have a little
insight as to who a committee would
recommend.  It is the duty of the
           Nominating Committee to meet and
           interview all candidates for office.
Further more, it is the duty of the
           Nominating Committee chairman to
           report to the floor their
           recommendations for each office
           including the recommendation of a
           District Vice President.  Additional
nominations may be made from the
           convention floor.
           REJECTED

NARFE
WHAT IS IT?  WHAT DOES IT MEAN?  WHAT DOES IT DO?  WHY DON'T WE HEAR MORE ABOUT IT LIKE AARP AND OTHER ORGANIZATIONS?

FIRST OFF  NARFE  IS AN ASSOCIATION CONSISTING OF BOTH RETIRED AND FEDERAL EMPLOYEES STILL WORKING FOR SOME PHASE OF THE FEDERAL GOVERNMENT.  NARFE  PROTECTS THE BENEFITS OF ALL ACTIVE AND RETIRED FEDERAL EMPLOYEES  THROUGH REPRESENTATION AT CONGRESSIONAL HEARINGS, BY INCREASING MEMBERSHIP,  BY ENSURING EACH MEMBER OF THE ASSOCIATION'S VOICE IS HEARD AND IS ADHERED TO IN LEGISLATION TO PROTECT AND PRESERVE THE RIGHTS AND BENEFITS OF ALL THE HARD WORK PERFORMED BY THE CONSCIENTIOUS FEDERAL EMPLOYEES DURING THEIR TENURE ON THE JOB.
WE DON'T HEAR MORE ABOUT  NARFE  BECAUSE IT DOESN'T GET ENOUGH "EXPOSURE".  WE HAVE TO GET THE WORD OUT FROM THE HIGHEST LEVEL, NATIONAL, FEDERATION, AND YES, AT THE CHAPTER LEVEL.  WE MUST ADVERTISE AND PROMOTE  NARFE THROUGH OUR CHAPTER MEMBERS, THROUGH NEWSPAPER ADVERTISEMENTS AND RADIO ANNOUNCEMENTS AND BY WORD OF MOUTH TO ACTIVE AND RETIRED MEMBERS OF THE FEDERAL GOVERNMENT.
